This is the orientation of Ho Chi Minh City in the strategy for developing the supporting industry sector in the period of 2024-2025. To develop this sector, Ho Chi Minh City will focus on mobilizing economic sectors to participate in developing supporting industries, focusing on developing supporting industries to gradually become self-sufficient in domestic raw materials and components.

The city will support training to improve the quality of human resources to meet the requirements of supporting industrial product manufacturing industries; support supporting industrial enterprises to invest in development, expand markets, connect supply and demand of supporting industrial products; support investment interest rates; organize programs to vote for typical industrial and supporting industrial products, etc.
Along with that, the city will support solving the need for production space for supporting industrial enterprises such as implementing supporting industrial zoning plans in industrial parks, piloting the conversion of 5 export processing zones and industrial parks including Tan Thuan, Tan Binh, Cat Lai, Hiep Phuoc, Binh Chieu, completing the construction zoning plan for Pham Van Hai I and Pham Van Hai II industrial parks.
According to the Ho Chi Minh City People's Committee, the development of supporting industries in the past has still encountered many difficulties due to global economic fluctuations, overlapping regulations on attracting investment in supporting industries, and difficulties in site clearance. The implementation of preferential policies is still inconsistent and unstable. In Ho Chi Minh City alone, the most typical and specific policy is the Investment Stimulus Program, however, the number of enterprises accessing the City's loan interest support policy is not much.
The City's land fund for industrial production is still limited while the demand for investment in building factories to expand production of supporting industrial enterprises is very large. Currently, land in industrial parks cannot meet the needs of small and medium enterprises because the land is planned in large plots with high rental prices.

In the 2022-2023 period, the supporting industry development program has achieved many important results. The overall localization rate of 4 key industries and 2 traditional industries reached 55.2% and the import rate reached 44.8%.
The city has formed and put into operation 2 supporting industry sub-zones in industrial parks (IPs), and is preparing a 1/2000 scale construction zoning plan for Pham Van Hai I and II Industrial Parks, in which the planning of specialized functional zoning for electricity - electronics, rubber - plastic, and mechanical automation will create conditions for the city to have many opportunities to attract investment in supporting industry projects or large-scale high-tech projects.
The city has also built and developed a supporting industry database to create a bridge connecting supporting industry enterprises with enterprises producing finished products; surveyed 4 land and house sites to propose expanding the exhibition center in Tan Binh, Binh Thanh, Phu Nhuan districts.
Organized the program to vote for typical industrial and supporting industrial products of Ho Chi Minh City in 2022 with 85 products of 49 enterprises; supported training to improve the quality of human resources to meet the requirements of supporting industrial product manufacturing industries; supported to solve the need for production space for supporting industrial enterprises, including the development of high-rise factory models.
